Background

Background

The project, funded by the European Union (EU) and implemented in partnership with the United Nations Office for Project Services (UNOPS), aims to consolidate peace and strengthen inclusive governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It does so by enhancing public financial management (PFM) systems and operationalizing BARMM’s unique tri-justice system. As the region prepares for its first parliamentary elections, the initiative will support the Bangsamoro Government in advancing institutional reforms, building technical capacities, and ensuring that public resources are effectively aligned with its development priorities. The project promotes the principle of moral governance by embedding transparency, gender responsiveness, and climate sensitivity into planning, budgeting, and service delivery.

Key interventions include strengthening coordination between regional ministries and local government units (LGUs); establishing digital platforms for data sharing, performance monitoring, and planning; and enhancing citizen participation in fiscal processes. The project also provides technical support to institutionalize the transition of the Bangsamoro Planning and Development Authority (BPDA) into a Ministry of Economy, Planning, and Development, while strengthening alignment between BARMM and the national government through the Intergovernmental Relations Body (IGRB). These efforts seek to institutionalize data-driven, participatory, and results-based governance across the region.

In parallel, the project aims to expand access to justice by institutionalizing and enhancing coordination within BARMM’s tri-justice system, comprising formal, Shari’ah, and tribal/customary mechanisms. It supports the establishment of the Bangsamoro Law and Justice Coordinating Council, builds capacities of justice sector actors, and rolls out legal aid and awareness programs—particularly for women, Indigenous Peoples, and conflict-affected communities. By combining UNDP’s policy and governance expertise with UNOPS’ operational delivery capacity, this EU-funded initiative provides a holistic and high-impact approach to sustaining peace and building inclusive, accountable, and resilient institutions in BARMM.

UNDP is looking for a Monitoring and Evaluation Analyst, who will form part of the Project Management Unit (PMU). The Monitoring and Evaluation Analyst will develop, implement, and manage the M&E system and processes of the project. This involves working closely with the UNDP Institutions and Partnerships Programme (I&P) Team, UNDP Results and Quality Team (RQT), and other stakeholders.

Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the Project Manager with oversight from the Programme Analyst. The Monitoring and Evaluation Analyst shall also work closely with the UNDP RBM Analyst for corporate monitoring, reporting, evaluation, and learning requirements. The selected individual will also provide indirect oversight to the Finance Associate and Administrative and Logistics Associate, either on behalf of the Project Manager (PM) or as delegated by the PM. He/she will also stand as the Deputy to the Project Manager.

Under the overall supervision of the Project Manager, and working closely with the rest of the members of the PMU and stakeholders with oversight from the Institutions and Partnerships Programme Team, the Monitoring and Evaluation Analyst will:
