Engineering Analyst (Electricity/Gas), NPSA-9, DS-Kyiv, (GERP), National position
Duties and Responsibilities
Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), Engineering Analyst (Heat) will perform the following:
3.1Engineering support for the analysis of electricity/gassupply projects, its supply systems and other energy infrastructure.
•Conduct an assessment of the status/needs of damaged electricity/gas production facilities, electricity/gas supply and other energy infrastructure, and provide technical advice to determine a suitable plan and strategies for recovery/ restoration..
•Review and analyze the information/data on the context and baseline situation of the targeted electricity/gas production facilities, its supply and other energy infrastructure.
•Identify priorities in areas of electricity/gas production facilities and other energy infrastructure restoration in consultation with relevant stakeholders.
•Identify any institutional capacities, policies and legislation that may impact restoration of energy supply and promotion of energy security.
•To identify possible solutions, expected limitations and risks associated with the implementation of electricity/gas supply projects within the framework of this program.
•Provide technical support for the process of preparing a package of documents within the framework of this program.
•Provide technical support on reviewing and certification of available energy project based on the design calculations and drawings, including BoQs and specifications of the equipment.
•Development or verification of technical specifications (SOW), drawings, cost estimates (BoQ), technical specifications and other necessary packages of documents (including procurement packages for electricity/gas production facilities) for the implementation of projects for the recovery and restoration of relevant systems within the framework of this program.
•Analyse functionality of electricity/gas production and relevant supply facilities and specification of the materials proposed.
•Support procurement process of energy infrastructure by providing technical inputs, clarifying the Bidder’s queries of technical nature.
•Serve as part of the technical evaluation panel and provide complete assessment (qualification, technical and financial analysis) of the received offers.
•Provide input in addressing UNDP’s Contract Review Committee’s questions related to submitted bids if required.
•Review and validate the manufacturing/supply schedule proposed by the contractor.
•Identify and assess the risks related to procurement of energy infrastructure equipment and propose a risk mitigating strategy and measures
3.2.Stakeholder engagement and supplier coordination
•Support the project in conducting market research to identify potential suppliers and technologies.
•Prepare necessary documents, including Terms of References (ToRs) and Bills of Quantities (BoQs), for UNDP’s procurement procedures, ensuring compliance with UNDP’s procurement policies and procedures.
•Monitor project implementation stages (including the manufacturing, shipping, and installation of equipment), with a focus onelectricity/gas systems and itssupply, to ensure compliance with project deadlines and technical specifications.
•Coordinate with relevant partners to oversee equipment installation, ensuring timely and efficient completion of work.
•Consult with stakeholders and communicate on behalf of the project, ensuring a clear and consistent flow of information.
•Facilitate stakeholder engagement and ensure their active participation and support for project activities.
3.3 Knowledge management/ Reporting and Capacity building
•Identifying and documenting best practices and lessons learned in the development of electricity/gas systems and infrastructure development
•Contributing to the creation of knowledge and experience exchange networks, networking, and other public events in the field of energy security
•Participating in the training of Program/Project staff to support their continued professional development through active learning.
•Contribute to the Programme/ Project work plans.
•Contribute to the Programme/ Project regular reporting on progress for different stakeholders, including donors.
•Keep tracking the financial resources allocated to electricity/gas production facilities, its supply and other energy infrastructure restoration activities.
•The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
4. Institutional Arrangement
Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), the Engineering Analyst (Electricity/Gas) is fully responsible for provision of technical support and leading the operational and programmatic management in the scope of energy security activities focused on electrivity/gas production facilities,and its supply in the scope of Green Energy Recovery Programme according to the project document, UNDP corporate rules and procedures and for fulfilling the following functions
