National Consultant - Health Workforce Management Blueprint 2026–2035
Job Description
1.Background
The Ministry of Health (MOH) Indonesia is committed to strengthening health workforce (HRH) management to ensure equitable access to quality health services. However, key challenges remain, including the persistent maldistribution of health workers across regions, disparities in service quality and competencies, and suboptimal systems for workforce procurement and retention.
Health Workforce Management Blueprint 2026–2035 is developed as a national strategic guide to support and accelerate the transformation of Indonesia’s health system, with a particular focus on strengthening the management of health human resources. Well‑managed health workforce constitutes a critical foundation for ensuring the availability and effective delivery of health services. The Blueprint aims to integrate the five national core functions of health workforce management, including planning, production, deployment, quality improvement, andsupervision into a unified and coherent policy framework.,It seeks to strengthen governance and evidence‑based decision‑making through the systematic use of Health Labour Market Analysis (HLMA), and to provide a comprehensive reform roadmap with clearly defined priorities and phased implementation to guide the development of health human resources over the next decade.
The consultancy is expected to support development of Health Workforce Management Blueprint 2026–2035, which includes:
·A strategic reform package for health workforce (HRH) management
·A policy roadmap for HRH development for the period 2026–2035
·An operational model for subnational implementation
·A financing framework and fiscal space analysis for HRH management
2.Purpose of Consultancy
To support the development and finalization of the Health Workforce Management Blueprint 2026–2035 through technical writing, policy analysis, and coordination of analytical inputs and stakeholder engagement. The consultant will work closely with the Directorate of Health Workforce Planning to:
(i) support the development of the Blueprint scope, structure, policy directions, reform package, and implementation roadmap; (ii) synthesize key evidence and analytical inputs, including policy review, international best practices, HLMA, and workforce projections into coherent Blueprint narratives; and (iii) support the preparation, technical coordination, and documentation of consultations/validation meetings and incorporation of stakeholder feedback to finalize the Blueprint
Technical Work
·Support the development and refinement of the Health Workforce Management Blueprint 2026–2035, including vision, policy directions, and reform package.
·Review relevant national policies, regulations, strategies, and international best practices related to health workforce management.
·Support synthesis and integration of analytical inputs (forecasting, costing, HLMA findings) into the Blueprint narrative.
·Draft and revise key sections of the Blueprint, including policy framework, roadmap, and implementation considerations.
·Support integration of inputs from consultations, validation meetings, and technical discussions.
·Contribute to technical review and finalization of the Blueprint document.
Logistical & Administrative Work
·Support organization and documentation of Blueprint related meetings, consultations, and validation workshops.
·Coordinate with relevant MoH units and stakeholders involved in Blueprint development.
·Prepare meeting summaries, draft notes, and supporting materials related to the Blueprint process.
3.Deliverables
Activity 1.Activity 1 – Blueprint Inception and Governance Setup -Evaluate draft of blueprint 2024 and suggest for draft improvement. -Drafting and finalization of scope and outline for the Health Workforce Management Blueprint 2026–2035; 2.Activity 2 – Policy and Evidence Review Review relevant national policies, strategies, regulations, and best internationalpractices on health workforce management to inform the Blueprint framework. 3.Activity 3 – Analytical Inputs Consolidation Compile and synthesize analytical inputs (HLMA findings, supply–demand projections, costing results, and other studies) relevant to health workforce management. 4.Activity 4 – Drafting of Blueprint Framework and Reform Package Support drafting of key Blueprint components, including policy framework, reform package, strategic directions, and implementation of roadmap. 5.Activity 5 – Consultation and Validation Support national consultations, validation meetings, and technical discussions; integrate feedback into revised Blueprint drafts. 6.Activity 6 – Finalization of Blueprint Support technical refinement, editing, and finalization of the Health Workforce Management Blueprint 2026–2035. |

4.Qualifications, experience, skills and languages
Educational Qualifications
Essential
First university degree (Bachelor’s level) in public health, health policy, health economics, health management, social sciences, or a related field
Desirable
Master’s degree or higher in public health, health policy, health economics, health systems, or a related field.
Experience
Essential:
Minimum one (1) year of relevant professional experience in health workforce policy, health systems strengthening, health planning, or related technical areas, particularly experience on drafting national‑level policy documents, roadmaps, blueprints, or strategic frameworks in the health or HRH sector.
Desirable:
·Solid understanding of health workforce (HRH) regulation, and governance, including planning, production, deployment, quality improvement, and workforce welfare.
·Demonstrated experience in drafting national‑level policy documents, roadmaps, blueprints, or strategic frameworks in the health or HRH sector.
·Demonstrated experience on quantitative and qualitative research method.
·Experience supporting WHO or development partners supported health systems or HRH initiatives.
·Have academic publication on health workforce area.
·Familiarity with health workforce management and its use for policy development.
·Proven experience working with the Ministry of Health of Indonesia, particularly with Directorate of Health Workforce Planning (DG SDMK) or related units.
Skills/Knowledge
·Strong policy analysis and structured drafting skills.
·Excellent analytical writing skills with the ability to synthesize complex technical inputs into clear policy narratives.
·Strong coordination, communication, and teamwork skills.
·Detail‑oriented, with the ability to manage multiple inputs and iterative revisions.
Languages and Level Required
Expert knowledge of written and spoken English
5.Location
On site: Directorate General of Health Workforce, Ministry of Health Indonesia and WHO Country Office Indonesia
Off site: To be determined following WHO-approved travel plans, with only domestic travel allowed, subject to WHO approval through the Travel Request process.
6.Travel
The consultant may be required to undertake domestic travel in support of project related activities, including workshops, stakeholder consultations, and coordination meetings.
All travel will require prior WHO approval and will be arranged through the WHO Travel Request mechanism, following applicable rules and allowances.
7.Remuneration and budget
Rate: IDR 24,000,000/month, part-time 40%
Duration: May 2026 - December 2026
