ORGANIZATIONAL CONTEXT:
The job holder reports to the Programme Policy Officer (Emergency Preparedness and Response/EPR), with overall supervision of the Head of EPR.
At this level, the job holder is responsible for technical work including the planning, implementation and coordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. The job holder will independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. The jobholder is expected to coordinate with different units in the country office to ensure complementarity of efforts and coordinated actions to achieve results.
The job holder should demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. The job holder may act as technical focal point in the area of emergency preparedness and response, and on anticipatory action. The job holder’s set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.
JOB PURPOSE:
To provide support to policy and programme activities in the implementation of emergency preparedness and response, and more specifically on anticipatory action. To provide support to policy and programme activities that effectively meet the operation needs of Philippines Country Strategic Plan (CSP).
KEY ACCOUNTABILITIES AND RESPONSIBILITIES:
Within the assigned unit and delegated authority, the Programme Policy Officer (Anticipatory Action) will be responsible for the following duties:
Lead components of WFP’s implementation of anticipatory action in coordination with national government, provincial government, UN and civil society organizations.
Lead assigned projects, ensuring a coordinated approach, across WFP’s programme and units, that complies with corporate standards and procedures.
Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities with the Government and other partners.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to partners and other stakeholders.
Liaise with internal counterparts to ensure effective collaboration to monitor ongoing projects with government partners.
Support the identification, development and management of potential partnerships towards the institutionalization of the anticipatory action approach in the Philippine government through collaborative policy work with relevant agencies.
Contribute to the ongoing development and enhancement of anticipatory action by leading and facilitating capacity building initiatives, including workshops and simulation exercises, to refine and strengthen established Standard Operating Procedures (SOPs) within WFP and in collaboration with Government counterparts.
Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries on WFP’s anticipatory action portfolio.
Oversee and manage the utilization of AA allocations by supporting resource mobilization efforts, facilitating financing strategies, and preparing proposals for donor engagement.
Deploy to disaster-affected areas to conduct needs assessments and facilitate coordination in support of government-led preparedness, anticipatory action, and response efforts, as required.
Perform other related duties as required.
KNOWLEDGE AND SKILLS
Practical experience in implementing anticipatory action or other related activities.
Knowledge of disaster risk reduction and emergency programming.
Ability to provide technical guidance and input into the development of project proposals, policies, and programmatic strategies.
Ability to engage in policy discussions and provide inputs that influence decision-making.
Strong organizational, problem-solving, and communication skills with a collaborative approach.

STANDARD MINIMUM QUALIFICATIONS:
EDUCATION: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
EXPERIENCE: Minimum one (1) year of professional experience (with Master’s degree) or three (3) years of professional experience (with Bachelor’s degree) in the related field.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has worked independently and within teams to achieve success.
Has gained experience in implementing technical programs (i.e. disaster risk reduction and emergency programming, etc.).
Has managed implementation of programmes and provided input into designing operations.
Has experience managing events, partnerships and provided input into policy discussions and decisions.
LANGUAGE: Excellent written and oral communication skills in both English and Filipino.
