Monitoring Assistant SC5 (Osh)
PURPOSE OF THE ASSIGNMENT
The Monitoring Assistant supports field monitoring, data collection, and reporting for WFP activities in the southern regions of the Kyrgyz Republic. The position works under the direct supervision of the M&E Officer based in the Country Office, in close coordination with the Head of the Osh Sub‑Office. The incumbent supports the implementation of monitoring plans, contributes to data quality check, and facilitates timely information flow between field operations and country office teams. Through regular field presence and collaboration with cooperating partners and government counterparts, the Monitoring Assistant contributes to evidence‑based decision‑making, programme learning, and accountability to affected populations.
SPECIFIC JOB REQUIREMENTS
1. Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
2. Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
3. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
4. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
6. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
7. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
8. Prepare field mission reports to document programme implementation.
9. Follow set emergency response processes and procedures for emergency food assistance.
OTHER POST REQUIREMENTS
10. Support the implementation of monitoring plans, including contributing to the design, adaptation, and programming of data collection tools in MODA, to ensure timely and indicator‑specific field data collection aligned with corporate minimum monitoring requirements (MMRs) and donor obligations.
11. Support compliance with corporate monitoring and reporting standards by contributing to timely and accurate updates to MODA, COMET, and other WFP reporting systems, adhering to established reporting deadlines and guidelines, and supporting the preparation of coverage reports by type of monitoring.
12. Maintain high data quality through systematic data cleaning, verification, and documentation, completing assigned tasks with growing independence and ensuring accuracy and consistency across reporting cycles.
13. Verify monitoring data submitted by Programme units and cooperating partners, regularly update validated figures in the project database, and document data quality or accuracy issues to support reliability, consistency, and accountability of reported results.
14. Support baseline, midline, and endline assessments across assigned projects by contributing to planned data collection activities and supporting the integration of results into programme monitoring and reporting processes.
15. Conduct timely monitoring data collection and processing activities, and support the identification of quarterly trends and key findings to inform programme decision‑making, donor reporting, and adaptive management.
16. Strengthen internal coordination and knowledge sharing by providing regular updates, participating in relevant meetings, supporting cross‑unit collaboration, and contributing to staff capacity‑building initiatives, including M&E‑related training.
17. Contribute to the capacity strengthening of government counterparts and cooperating partners by providing guidance, training, and ongoing technical support on monitoring and evaluation practices, data quality, and reporting requirements, under the guidance of relevant WFP technical leads.
18. Support the Monitoring and Analysis Assistant through collaborative inputs, quality checks, and peer support on data collection, analysis, and reporting tasks, to promote consistent application of standards and efficient workflow within the M&E function.
19. Provide administrative and logistical support to the Research, Analysis, and Monitoring unit related to M&E activities, including preparation of purchase requests, follow‑up on procurement processes, coordination with service providers, and support with documentation and basic budget tracking, to facilitate the smooth implementation of monitoring activities.
20. Contribute to the overall office work, including respective focal points and tasks beyond the above-mentioned, to jointly deliver the CSP results as one WFP team. Perform any other tasks as required.

DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE:
- Has experience supporting field monitoring activities, including collection, verification, and summarization of programme output and outcome data, using quantitative and qualitative data collection methods.
- Has experience contributing to monitoring reports and basic analysis to support programme reviews, learning, and decision‑making by management, partners, and other stakeholders.
- Has experience working with monitoring or reporting tools and systems, preferably within WFP or a similar international organization, and applying established monitoring and evaluation standards and procedures.
- Has experience coordinating with cooperating partners, local authorities, or community stakeholders to support monitoring activities and ensure timely and accurate data collection in field settings.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Experience: At least 5 years of progressively responsible experience in programme or monitoring related functions, development, government aid programme, general administrative work or other related fields.
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
