The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Property Management Officer efficiently and effectively manages all the property management activities of the mission. The temporary position is based in Port au Prince and is located in the Property Management Unit, and reports to the Chief of Section, Supply Chain Acquisition and Performance Management, P5.
Responsibilities
Within limits of delegated authority, the Property Management Officer (Chief of Unit), P4 will be responsible for the following duties: • Provide advice to the Chief of the Section on all matters related to the policy and procedure governing the management of the United Nations Property; Contribute to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, DFS Directive on Property Management and specific guidelines and SOPs from Logistics Support Division adapted to the operational realities of a startup mission in Haiti, including security constraints, infrastructure limitations, and coordination with partners under the SCR mandate.; Act as the focal point for the Missions' property management issues pertaining to control and reporting on assets. • Ensure accountability and proper tracking mechanisms to conform to the organizational standards and goals; Analyze and monitor the effectiveness of execution of asset control procedures in the field mission; Lead the implementation of the annual physical verification programme; Monitor implementation of the key management actions and meeting the organizational targets in the discipline of property management; Identify and implement solutions to problematic areas of the asset control process, with particular attention to risk mitigation in fragile, high-turnover environments, including loss prevention, rapid redeployment protocols, and contingency planning for asset continuity during security incidents; Ensure that an effective support organization for the inventory management system and internal controls for UN property is sustained; Act as focal point for the Inventory Management System; Ensure that the outputs produced by PMU (such as Quarterly Property Management Performance Reports, IPSAS Financial Reports on P&E and Inventory) maintain high-quality standards and are clear and based on objective data to ensure compliance with UN standards and goals; • Lead the initial establishment of the mission's fixed asset baseline, including coordination with DOS/Office of Supply Chain Management for asset transfers, startup procurements, and handover from pre-mission arrangements • Oversee activities related to reviewing and updating fixed assets register for additions and disposals, accumulated depreciation; Closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets; Preparing audit schedules relating to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors queries and/or recommendations; Ensure that activities related to maintaining fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately; Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; Undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures. • Exercise managerial and supervisory control over the execution of functions carried out by PMU; Develop Work plans for Unit to ensure that Unit's goals are met and continuous improvements and efficiencies in the usage of property and materials within the Mission are sustained;:Assess requirements for training of staff working with the Inventory Management System/ Fixed Assets Register, prepare inputs for the Mission's budget, evaluate staff performance; • Perform other duties as required.

Education
Advanced university degree (Masters or equivalent degree) in business administration, supply chain management, logistics management or related fields. A first level university degree in combination with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree

Work Experience
A minimum of seven (7) years of progressively responsible experience in property management, asset management, and property control is required. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in property management in field operations is desirable. Experience in Enterprise Resource Planning (ERP) systems such as SAP or equivalent in asset and inventory management or related is desirable. Experience in IPSAS accounting is desirable.
