Duties and Responsibilities
BACKGROUND UN-HABITAT is the United Nations Human Settlements Programme, which promotes socially and environmentally sustainable towns and cities in order to provide adequate shelter for all. The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. The programme is currently headquartered in Nairobi, Kenya, and is supported by the Regional Office for Latin America and the Caribbean -ROLAC-, located in Rio de Janeiro, Brazil. The Andean Countries face major challenges arising from accelerated urban growth. Phenomena such as social inequality, unsustainable management of natural resources, territorial development gaps and insecure urban environments pose a series of challenges for cities. Duties and Responsibilities a.) General activities: • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b) Development • Identify project opportunities • Establish communication with counterparts to obtain expressions of interest • Prepare MOUs for signature • Prepare technical and financial proposals, as well as implementation plans and budgets, obtaining approval from the counterpart • Mobilise resources, including negotiations and agreements with the financing counterpart • Prepare contribution agreements for signature c) Approval • Prepare and/or coordinate the preparation of concept notes, project documents, implementation plans and budgets, and in general all the documentation necessary for the internal approval of projects, following the provisions of the various procedure manuals, internal regulations and regular channels established by the Agency • Plan and participate in internal approval meetings, presenting the required documents • Make any necessary adjustments so that the projects are approved d) Implementation • Prepare work plans and obtain validation from the counterpart • Carry out technical, administrative and management activities to ensure that projects meet their objectives in terms of deadlines, budget and quality • Anticipate and mitigate project risks, including relevant challenges or omissions and other situations that may affect development and implementation • Generate, coordinate, and manage the necessary technical, administrative, and operational inputs within the framework of programme responsibilities and the UMOJA system. • Participate, when requested, in the recruitment of consultants for the formation of work teams, as well as service providers, following the procedures defined by the Agency, preparing terms of reference, taking part in the evaluation of candidates and preparing and validating selection minutes, if applicable, as well as carrying out the necessary actions in UMOJA. • Prepare project completion and closure documents. • Provide information for the systematisation and exchange of successful practices and experiences with other offices in the region and with headquarters divisions. • The consultant will be responsible for preparing supporting documentation for the proper management of project budgets and for monitoring the UMOJA system. • The consultant will be responsible for ensuring that technical activities are aligned with the quality expectations of the Agency and the counterpart. • The consultant will be responsible for ensuring the optimal and timely delivery of project-related products and taking the necessary actions in UMOJA. • The consultant will be responsible for maintaining an orderly and accessible information archive in accordance with the Hub, ROLAC and PAAS systems. • The consultant will be responsible for preparing reports and progress reports, as necessary and requested, for the proper verification of their activities and project management, with financial reports being issued only by the regional PMO. • The consultant will be responsible for supporting Level 4 in recruitment processes and the formation of work teams, providing input for the drafting of terms of reference, taking part in the evaluation of candidates and preparing and validating selection minutes, if applicable, as well as carrying out the necessary actions in UMOJA. • Participate, when requested, in United Nations System inter-agency groups, project meetings, official missions and/or events related to the projects in which they are involved. • Provide input for the monitoring of technical and operational activities of UN-Habitat HUB projects. • Provide input for the drafting of project completion and closure documents. • Facilitate the means and information for the systematisation and exchange of successful practices and experiences with other HUBs in the region and with headquarters branches. e) Travel • The consultant must be available, if necessary, to travel to locations or territories related to the services outlined in these terms of reference or in the case of a mission outside the workplace, with the prior authorisation of the UN-Habitat HUB Coordinator and in accordance with current United Nations travel regulations. f) Other • Other activities requested and mutually agreed upon with the UN-Habitat HUB Coordinator, within the framework of this consultancy and without prejudice to the fulfilment of their responsibilities. • The consultant will participate in working and follow-up meetings with other consultants, the UN-Habitat HUB Coordinator and team, and project staff.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in public policy, economics, political science or social sciences, human rights and /or international relations or related fields is required. A first-level university degree in combination with five (5) additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of Five (5) years of experience in areas and/or institutions related to project management, project cycle management, management of inter-institutional issues and/or generation of partnerships is required. Within the experience, more than one (1) year of experience with international cooperation agencies and/or the United Nations System in urban issues must be reported.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, English and Spanish is required. Knowledge of another UN Official Language is desirable.
