This position is located in the Executive Office of the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This is a temporary job opening and is being advertised for the position of Senior Programme Management Officer (Accountability and Risk Management), and the incumbent will report to the Executive Officer. The focus of this job is to lead or direct implementation, monitoring and evaluation of programmes, and leads the work of the Executive Officer in the discharge of her responsibilities related to her fiduciary accountability over OCHA Pooled Funds and other activities in the assigned functional area.
Responsibilities
Within delegated authority, the Senior Programme Management Officer (Accountability and Risk Management) will be responsible for the timely completion of outputs related to the work of the Executive Office: • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; and leads the work of the Executive Officer in the discharge of her responsibilities related to the EO’s fiduciary accountability over the Pooled Funds. • Directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; advises the EO on the identification of priorities, risks and issues to be addressed and proposes corrective actions; liaises with relevant internal and external parties and oversight bodies; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Acts as senior EO representative on matters related to the regulatory oversight of the Pooled Funds and related accountability mechanism(s). • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development; reviews the assessments of issues and trends, reviews and prepares guidelines and standard operating procedures; preparation of evaluations or research activities and studies, as related to the Executive Office and OCHA’s Pooled Fund risk management and accountability. • Leads the development, monitors implementation and periodic updating of OCHA’s risk management framework and related activities. • Undertakes legal review and provides legal advisory services on partnership, multi-stakeholder contribution and other relevant agreements, contracts and legal matters. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, law, political or social science, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required. Experience in risk management processes and frameworks, including legal review and negotiation of complex legal agreements within the UN regulatory framework, is required. Experience in contributing to the UN’s systemwide response to crisis or emergency situation is required. Experience in managing Pooled Fund oversight processes, including interaction with internal and external oversight bodies and other key stakeholders is desirable.
