ORGANIZATIONAL CONTEXT

UNESCO and Libya enjoy a long-standing cooperation involving all sectors of competences of the Organization including education, culture, natural and social and human sciences as well as communication and information. This cooperation includes several projects financed by voluntary contributions from the Government of Libya.

To support effective functionning of the UNESCO Antenna in Tripoli as well as the implementation of its projects, UNESCO seeks to recruit an Antenna Coordinator for its antenna in Tripoli (Libya), in acccordance with UN agency administrative practices in Libya.

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the direct supervision of the Director of the UNESCO Regional Office in Rabat (Morocco), the main functions of the UNESCO Antenna Coordinator will be to identify suitable partners from Lybia  and other private sector entities in line with UNESCO's new partnership strategy; to design cooperative programmes and events of strategic relevance at Headquaters; to develop innovative public-private partnerships in the domains of UNESCO, namely education, the sciences, culture and communication and information at regional and country levels, with the full involvement of Programme Sectors; and to develop outreach and communication stategies in close collaboration with the UNESCO Rabat Office.

The UNESCO Antenna Coordinator supports the effective functioning of the antenna by coordinating project‑level activities, facilitating information flow with national counterparts, and ensuring operational alignment with the UNESCO Regional Office in Rabat.

The UNESCO Antenna Coordinator works closely with Programme personnel in the UNESCO Rabat Regional Office and at Headquarters to ensure that all activities undertaken in Libya reflect UNESCO’s strategic orientations and comply with established programme frameworks, workplans, and administrative procedures.

The UNESCO Antenna Coordinator operates with autonomy on daily programme‑related matters within a framework of oversight and guidance from the Director of the Rabat Office and Programme Sectors. The UNESCO Antenna Coordinator ensures compliance with UNESCO rules and procedures and systematically consults with the UNESCO Rabat Regional Office before engaging stakeholders or taking decisions with potential programmatic or reputational implications.

Internal contacts include programme specialists, administrative teams, and other colleagues in Rabat and Field project teams, as well as programme specialists at Headquarters. External working‑level contacts include national implementers, civil society actors, technical experts, and organizations supporting UNESCO’s mandate for coordination and information exchange.

The incumbent will be based in Tripoli and is expected to be familiar with security constraints and able to adapt to complex and challenging conditions. 

KEY ROLE AND RESPONSIBILITIES

Specifically, the incumbent will:

  • Manage the day-to-day running of the UNESCO Antenna in Tripoli.
  • Coordinate projects’ implementation with the respective project teams and supervise them.
  • Proactively collaborate with the Programme Specialists of the different Sectors in at Headquarters and the UNESCO Regional Rabat Office to achieve the correct alignment of the implementation of UNESCO’s programmes and activities in Libya.
  • Liaise with ministries, national authorities, civil society organization, academia, experts and other stakeholders pertinent to UNESCO’s mandate in Libya upon request of the Director of the UNESCO Rabat Office and under his close supervision.
  • Monitor the progress, milestones and preparation of regular reports of various projects in coordination with the respective project teams.
  • Support the inception phase, technical working groups, and steering committee consultations, of different projects.
  • Participate in Programme Management Team (PMT) meetings, on behalf of the Organization.
  • Maintain regular communication with the UNESCO Rabat Office concerning the operation of the UNESCO Antenna in Tripoli including potential risks and mitigation measures.
  • Ensure visibility of UNESCO, donors and the projects.
  • Support the efforts of the the UNESCO Office in Rabat in resource mobilization  
  • Undertake missions within Libya and eventually in other countries as required and in consultation with Director of the UNESCO Rabat Office and pertinent Programme Specialists.
  • Undertake other professional tasks as necessary in consultation with the Director of the UNESCO Rabat Office.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Master’s level or equivalent) in the field of international relations, public or business administration, social sciences, education, digital transformation, or related fields. 

WORK EXPERIENCE

  • At least seven (7) years of progressively responsible relevant professional experience, of which preferably 3 years acquired at international level, at the appropriate management level within the United Nations system or within other international or national institutions, including a wide experience in development issues related to UNESCO’s areas of competence, in association with national and international organizations.
  • Experience in project design, implementation and management.
  • Experience in advocacy, resources mobilization and partnership development.

DESIRABLE QUALIFICATIONS

EDUCATION

  • Courses/training or diploma in a field related to the post. 

WORK EXPERIENCE

  • Experience in the field of international relations, multilateral cooperation.
  • Experience in diplomatic work or development issues related to UNESCO’s areas of competence, including building and maintaining strategic relations with international and/or regional organizations. 
  • Professional experience gained in multicultural working environments.

  • Familiarity with the work and general functioning of international organizations and/or the United Nations System.
  • Broad general culture and geopolitical knowledge of the Arab States region, as well as understanding of current international affairs.

LANGUAGES

  • Knowledge of another official language of UNESCO (Chinese, French, Russian or Spanish).

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. 

The approximate annual starting salary for this post is US$ 112 609.
