Org. Setting and Reporting
This position is located in the Section of Human Resources Management. The Human Resources Assistant reports to the Chief of the Recruitment Unit. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties: Recruitment and placement • Participates in the recruitment of candidates for staff and non-staff positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting roster searches for vacancies and identifying short-lists of candidates. • Assists in the filling of posts for all categories, including initiating and following up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities. • Assists in organizing and coordinating competitive recruitment examinations. • Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements. • Reviews and processes personnel actions in the ERP system. • Advises staff and hiring managers on the recruitment of staff and non-staff matters. Classification • Assists in reviewing and processing requests for classification. • Provides advice and answers general queries on classification procedures and processes. General • Conducts exit interviews for separating staff and assist him/her in final arrangements. • Maintains HR related automated systems and applications including automated databases containing HR related statistics and contributes to the preparation of reports based on organizational needs and requirements for reporting and analysis. Undertakes research on a range of HR related issues and assists in the preparation of notes/reports supporting more senior staff in their work on process improvement mechanisms Contributes to the creation and maintenance of databases, contributes to data collection projects, products, tools and processes to extend the capabilities of client offices. • Contributes to the identification and analysis of patterns in data sets using various methods • Prepares written response to queries concerning HR related matters, including data sets upon request; responds to queries/requests and maintains/updates web pages. • Trains and provides supervision to new and lower-level staff in the unit. • Trains and provides support to client offices in recruitment of staff and non-staff. • Performs other duties as required.

Work Experience
Seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in recruitment processes is required. Experience in creating reports, information management, or related area is desirable. Experience using ERP systems, such as PeopleSoft, SAP or other, to manage HR is desirable. Experience providing training to client offices is desirable.
Languages

-Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
